Planning Board Minutes 04/05/2010 Clear Wireless PH Minutes
PUBLIC HEARING MINUTES
April 5, 2010


Chairman:                Richard Baker

Members Present:    Julia Hucknall, Bill Manter, Raymond Duffy, Kim Ames (7:55 p.m. arrival)

Members Absent:     None

CLEAR WIRELESS, LLC (Special Permit Application) – Public Hearing

The intent is to replace three existing Nextel panel antennas on an existing monopole. 

David Farber & David Walling (Shrewsbury abutters) were in attendance.  They expressed concern with safety issues and inquired as to whether the broadcast frequencies would be different.  In addition, they asked if the radio signal was stronger or weaker.  Peter Fales, representative for Clear Wireless, did not have the answer with regard to specific frequency but suggested they could research the antenna model.  He stressed that the broadcast spectrum and power meet all FCC requirements.  He further stated that the location is the same, the proposed antenna will match the existing antennas, and they will be installed on an existing monopole.  Mr. Duffy asked about the purpose of the microwave dishes.  Mr. Fales explained that they communicate with other towers.  Mr. Baker asked how the Board would know they are in compliance, to which Mr. Fales replied that copies of the FCC licenses were included in the submittal.  Mr. Fales also stated that they are continuing with the permitting process, but the project has been put on hold until 2011.  Mr. Baker asked if Mr. Fales would object to having the decision filed at the next month’s meeting, since the project is on hold.  Mr. Fales agreed.  Mr. Baker read the proposed decision, changing condition #5 from one (1) year to two (2) years.  No additional findings or conditions were added.  Mr. Duffy motioned to close the Public Hearing and approve the application with the decision to be filed at the next meeting; Mr. Manter seconded.  A roll call vote was taken:  Mr. Duffy - Yes; Ms. Ames - Yes; Ms. Hucknall - Yes; Mr. Manter - Yes; Mr. Baker - Yes.
